1. Heather Anderson is a longtime Anmore resident and part-time teacher at Dr. Charles Best secondary. She served as a councillor for 15 years between 1993 and 2008. Ms. Anderson chaired the Parks, Environment, Emergency Preparedness, Community Protection, Youth, and Daycare Committees. She first ran for Council when her father, former Councillor Harry Anderson, decided not to run. A very vocal supporter of Anmore building a daycare centre, Ms Anderson served on the past and on the current daycare working groups. 2. Robert Tribe is an Anmore Engineer with a Masters in Management Science. Mr. Tribe's vision for Anmore is to maintain and enhance our semi-rural lifestyle in a fiscally responsible way. 3. Arthur Crossman does not live in Anmore. He has run in several elections throughout the Tri-Cities and beyond. His latest run was for the mayor’s seat in Port Moody in 2008 a council seat in PoCo.

Local Government Elections Task Force, UBMC Member Consultation, Friday, March 12, 2010
 
Acting Mayor Palmer Isaak, Councillor McEwen, and Councillor Piamonte participated in this 9:00 - 4:00 round table consultation at the Delta Airport hosted by the Honourable Bill Bennett, Minister of Community and Rural Development, and UBCM Chair Harry Nyce. Councillor Sedergreen was unable to attend because of a full agenda with his medical patients.
 
Approximately 100 participants were divided into groups of 4-6 elected officials to discuss a number of issues for possible electoral reform. Each group had a series of questions for discussion. These included questions about i) Election Cycles, ii) votes for corporations, iii) campaign Contributions Limits, iv) Campaign Expense Limits, Public Financing, Third Party Advertising, Campaign Finance Disclosure, Enforcement, and the role of Elections BC.
 
The last area of significant importance to Anmore because of the circumstances surrounding Councillor Juvik's withdrawal from the Mayoral competition in the last municipal election was 'Employee Eligibility'. Unfortunately Acting Mayor Palmer-Isaak and Councillor McEwen left the meeting after lunch and were not able to contribute to this discussion.
 
Based on their findings, the Local Government Elections Task Force is expected to report their findings to the Minister of Community and Rural Development by May 31, 2010.

Editor's Note: After the Feb. 23, 2010 Anmore Council Meeting, Leah Weinberg and Tracy Green swarmed around me in the parking lot at the Village Hall. Leah pointed her finger in my face and accused me of 'being a trouble maker', not publishing her submissions, and writing anonymous letters to the Anmore Times - all patently untrue. I am embarassed to say that I rose to the bait and told her to "Stop pointing her finger in my face that it had a nail in it." An RCMP incident file has been started.

Dear Council members,
Last June, motivated by academic curiosity, I made an Access to Information request to Western Economic Diversification Canada for a copy of the final feasibility study submitted by the Anmore Renewable Energy Foundation (AREF) in completing their $120,000 project. In response, I was told that none had been produced and that WEDC had asked the Anmore Renewable Energy Foundation to revise their proposal.
 
I then requested the revised terms of reference for the AREF project. This time, WEDC told me that the AREF had not revised the proposal. Instead, WEDC sent the Due Diligence Report on which the $120,000 funding was based. WEDC also indicated that they were withholding other information under Ministerial privilege and that I could contact the Privacy Commissioner if I wished to further pursue this information request. This has been done.
 
At the same time, a web search revealed that the Charitable Status of the Anmore Renewable Energy Foundation had been revoked by the Canada Revenue Agency in July 2008. Further questioning revealed that such a revocation of charitable status by CRA is not done without considerable advanced warning. Now very curious, I wrote to all of the other identified contributors to the project and asked for all of the information in their files on the Anmore Renewable Energy Foundation. Some have sent information. Others are still in process.
 
It was quite a surprise when a timeline from these requests revealed that the AREF continued to operate after the revocation of its charitable status. It held a high profile press event for the unveiling of the solar panels just prior to the last municipal election; brought the Village of Belcarra into the partnership in September 2008; and Mayor Weinberg appointed Councillors McEwen and Palmer-Isaak as new trustees for the Foundation and lauded it in his inaugural speech on Dec. 1, 2008.
 
While all of the information that I had received was of academic interest, it wasn’t until the Received Minutes of the Anmore Standing Committee on the Environment, Sept. 14, 2009, “reported that Anmore’s Renewable Energy Foundation is no longer and other than discussions regarding what will happen with the solar panels, the project has concluded” that I realized how significant some of these findings might be.
 
I thought, no doubt, any donors to this ‘charity’ would be concerned about the validity of their charitable contributions and the AREF trustees might be worried about their past and ongoing involvements.  I also wondered about specifics such as: if, in its documents, the AREF was ‘the Village’ rather than merely Village officials ostensibly acting independently of the Village; whether the Village had been a donor or would be asked to pay for any outstanding debts; and if perhaps any payments from the $250,000 shown as donated so far, in the letter from Mayor Weinberg to Metro Vancouver requesting an additional $8,000, went to any project of a non-charitable nature.
 
As reported in the Tricity News, Oct. 22, 2009, I was looking forward to Mayor Weinberg’s explanation of the AREF demise and the accounting for the money at the Oct. 27 Village Council meeting. This did not occur. I then looked forward to hearing about the full disclosureto the public that Mayor Weinberg has promised for the December 1, 2009 Council meeting. While resigning Mayor Weinberg did make a report of sorts, it was certainly not the promised full disclosure and he left the meeting before the public question period so no further questions could be asked.
 
The Anmore Renewable Energy Foundation has been lauded as model for small communities across Canada. While I have concerns about the earlier proposed run-of-river project at Rouge Junction in Buntzen Lake Park reported on the original Anmore Renewable Energy Foundation website, I applaud efforts to introduce appropriate alternative energy sources. From my perspective, it would be a real shame if other not-for-profit enterprises, and attempts to introduce renewable energy initiatives in Anmore and elsewhere in Canada, are in any way compromised, or impaired, by possible bad management of significant public funds in Anmore.

"Description and Eligibility of the Proponent:
The Municipality of Anmore was incorporated on Dec. 7, 1987 under the BC Municipal Act, is one of four independent Villages within the Greater Vancouver area, and has a population of about 1,500, primarily residential. Legal Counsel recommended creating a charitable Municipal Foundation of the Village of Anmore under authority of the BC Municipal Charter as the most appropriate vehicle to facilitate the implementation of the Anmore Renewable Energy Project (AREP). Subsequently, the Municipal Council of the Village of Anmore approved a motion on January 4, 2005 to establish the Anmore Renewable Energy Foundation with a mandate to develop the AREP. Subsequently, on June 28, 2005, the Mayor and six trustees signed the Trust Deed which established the Foundation. The deed identifies the 'charitable objects', ie, the scope of activities that the Foundation will undertake to realize the AREP, as well as its organizational, administrative and financial authority. The Foundation is listed in the Canadian Registered Charities, Canada Revenue Agency (Note: CRA revoked the AREF Charitable Status in July 2008). Foundation Financial Information will be reported in the financial statements of the Village of Anmore." City (Coquitlam) wants to cancel byelection. In November 2009, Coquitlam had a vacancy on Council caused by the election of MP Finn Donnelly to Parliament. Coquitlam has yet to appoint a Chief Election Officer. Coquitlam Mayor Stewart is asking the Minister for permission not to hold a byelection because of the expense. "Finally, I would like to make a few comments about two matters that I believe need to be taken into account: the role of Anmore in conservation of energy, and in the development of alternate energy, and the relationship of this to the current economic climate.
 
If we can get sufficient support at all levels of Government, and in Anmore, my goal would be to give a tax break to people who have invested in alternate energy.  I would like this policy to be province wide but it may start with Anmore if we have the legislative authority and support from Anmore.
 
Finally, a comment on the Anmore Alternate Energy Foundation.  This was another Anmore first - which is of considerable interest in other small municipalities.  A Foundation has been set up with representatives from the public, Anmore and others, and controlled by three Councillors of Anmore.  Anmore is protected from any financial obligations but, as a result of the partnership of the foundation and the Alternate Energy Industry the Foundation and the Municipality supports the projects for their contribution to their assets of the municipality, if they choose to accept those assets.  This model has been adopted by the Village of Belcarra and the Foundation will be expanded to include the partnership of Anmore and Belcarra."
