The Village of Anmore is establishing two new Working Groups (Select Committees) under the three member (Councillors McEwen and Palmer-Isaak, and resident Tracy Green) Environment, Health, Social Events and Youth Advisory Standing Committee. See descriptions of Municipal Committees structures as required by the BC Community Charter below. A call has gone out for volunteers for the Recreational Services Working Group chaired by Councillor McEwen. As well, the new first Working Group on the Environment, the Green Families Working Group, chaired by Councillor Palmer-Isaak, is calling for volunteers. If you wish to volunteer you can contact Councillor McEwen at johnmcewen@shaw.ca or Councillor Palmer-Isaak at kpisaak@shaw.ca . (27-07-10).
 
BC Community Charter
141  (1) The mayor must establish standing committees for matters the mayor considers would be better dealt with by committee and must appoint persons to those committees.
(2) At least half of the members of a standing committee must be council members.
(3) Subject to subsection (2), persons who are not council members may be appointed to a standing committee.
 
142  (1) A council may establish and appoint a select committee to consider or inquire into any matter and to report its findings and opinion to the council.
(2) At least one member of a select committee must be a council member.
(3) Subject to subsection (2), persons who are not council members may be appointed to a select committee.

Editor's Note re Finance Committee Meeting above:
The way I understand the situation, usually a named scholarship for a living person is paid for by that person or by fund-raising in honour of that person. In the case of the Dr. Hal Weinberg Scholarship, the Village of Anmore has gradually taken over paying for this scholarship in-full as it has grown to its current size, moving from a much smaller amount, largely from fundraising, when it was initially set up.
 
Since this scholarship is now paid for by Village funds, and no money comes from either fundraising or from former Mayor Weinberg, the Anmore Finance Committee (composition is all Council members plus two Anmore residents) voted unanimously to rename the scholarship 'the Village of Anmore Scholarship.' Councillor Palmer-Isaak abstained. Neither Village staff nor Mayor Weinberg, who were responsible for setting Council Agendas at the time, brought this item back to Council for final approval.
 
The Finance Committee has recently rescinded its original decision to rename the scholarship 'The Village of Anmore Scholarship' because Council did not finally approve the change due to this oversight, although all Council members had voted in favour of it as members of the Finance Committee. One member has also requested that the scholarship be a regularly budgeted item outside of the community grants.

"... a 2008 court case created some confusion about whether true volunteers – those who receive no remuneration – would be considered employees (and therefore ineligible to hold office while volunteering) simply because they do things such as work set hours, use local government equipment and are provided WorkSafe BC coverage. It is important, especially in small communities, that such civic‐minded volunteers not be barred from
becoming candidates. As is currently the case for any other elected officials, volunteers would be required to maintain their eligibility to hold office throughout their term – in this case, by remaining unpaid volunteers throughout their terms.
 
Recommendation  : Clarify that volunteers who receive no direct monetary compensation are not considered to be “employees” for the purposes of determining eligibility to run for, and hold, elected office while continuing to volunteer." (pg. 24 - 25)
 
 
Special Council Meeting Agenda and Attachments, June 29, 2010
 
Editor's Note:   A report on last night's meeting...
 
There was large turnout of residents from Ravenswood Drive to discuss the parking issues and amended Parking Bylaw specific to this street.  Tim Harris, Manager of Public Works presented a series of suggestions for consideration.  His comments and observations were well-received.  Council heard from several residents, who offered a variety of opinions and suggestions.  The main concerns were traffic speeds, safety of children, and visibility, should parking be permitted.  As a bylaw is presently in place, it cannot be ignored, nor can it be enforced selectively.  Mayor Anderson pointed out the enforcement system is "complaint driven", and it is up to the Village to decide whether to enforce or not.  A resolution was passed to direct staff to prepare a revision to the bylaw to allow parking on the north side of Ravenswood to Magnolia and in the traffic circle areas.  There will be no parking on the south side, or the entire "S" curve from Sunnyside to the 1013 Ravenswood.  The draft revision is subject to discussion and further revision, and will be presented at the next Regular Council Meeting July 13.  A mailout will be sent to all affected residents to ensure they have the opportunity to participate in this process.  It was clear that parking is intended for special occasions as overflow parking, and draft wording is to incorporate this intent.  Otherwise, there would be the potential for cars to be parked on the street regularly, rather than firstly on private driveways.

The Finance Committee rescinded the October 6, 2009 decision to change the name of the Dr. Hal Weinberg Scholarship to the Village of Anmore Scholarship. (see below) This item will be brought forward at the next Council Meeting on June 22nd.
 
Village of Anmore Finance Committee Agenda June 15, 2010: The Finance Committee of Council, which includes all members of Anmore Council plus two other Anmore residents, is meeting on Tuesday, June 15th. At the request of Anmore resident, Denny Arsene, the Finance Committee will reconsider the decision to change the Dr. Hal Weinberg Scholarship to the Village of Anmore Scholarship. At the Oct. 6th, 2009  Meeting, the Finance Committee voted 5 in favour/ 1 opposed "to change the name of the Dr. Hal Weinberg Scholarship to the Village of Anmore Scholarship" and approve a $1,000 contribution. The Village of Anmore Annual general Meeting is scheduled for June 22nd at 7:00 pm during the Regular Council Meeting. Reports being presented at the AGM will be available for public inspection from June 15th to June 22nd from 8:30 - 4:00 pm at the Village Hall, 2697 Sunnyside Rd. All persons who deem themselves affected shall be given the opportunity to be heard in person or by written submission at the AGM. Current Status of the Anmore Daycare Grant (21-05-10)
The attached letter on the current status of the Anmore Daycare grant was sent from Victoria to Anmore on April 22nd. The letter was stamped as received by the Village Hall until May 12, 2010 and sent to Council and Daycare Working Group members on May 18th. The Ministry in Victoria said it normally takes 2-3 days for letters to arrive in BC. For Ministry letter Click Here .

2. Ms. Heather Anderson is a longtime Anmore resident and part-time teacher at Dr. Charles Best secondary. She served as a councillor for 15 years between 1993 and 2008. Ms. Anderson chaired the Parks, Environment, Emergency Preparedness, Community Protection, Youth, and Daycare Committees. She first ran for Council when her father, former Councillor Harry Anderson, decided not to run. A very vocal supporter of Anmore building a daycare centre, Ms Anderson served on the past and on the current daycare working groups. 3. Mr. Arthur Crossman does not live in Anmore. He has run in several elections throughout the Tri-Cities and beyond. His latest run was for the mayor’s seat in Port Moody in 2008 a council seat in PoCo.

Analysis of the Anmore Daycare Centre Documents:
a) Editor's Note: (13-04-10): The following Analysis of the Anmore Daycare Documents was written by me several months before the first Daycare Working Group meeting and I passed it out to this group at its first meeting. It was subsequently included in the Anmore Council Minutes of February 9, 2010. The text from: i) The Minister of Children and Family Development Grant Agreement No. CO78100114, ii) Ministry of Children and Family Development Grant Application, and iii) the Anmore Day Care Facility Business Plan (November 2007) comes directly from the documents on file in the Village Hall. The introductory paragraph which is new and the questions were written by me. The actual content of these documents seemed to me to be a logical first step in the Working Group process. Although I am waiting for confirmation from the Ministry that the grant money is still available, the rest of the Daycare Group is diligently working to prepare a package for Council consideration.

Chronology of an Unscheduled Election in Anmore, to be held on May 15, 2010.
a) Mayor Weinberg Resigns: Dr. Weinberg explained in an article to the Anmore Times that his plan to resign came as he was "sitting on a log, looking out over a very calm sea thinking about Anmore.  The sun was beginning to move below the horizon and, of course after 76 years, one begins to think about the horizon" and decided to resign as of December 31st, 2009.  He said, "At that time, I will have served one year of my mandate ... this will allow the new Mayor to have a two year period in which to settle in, and give me time to tie up my responsibilities to Metro Vancouver committees."  Thank you to Dr. Weinberg for all of those years of community service.
 
b) Ms Sarah Morden was subsequently appointed Chief Elections Officer, with Ms. Sylvia Phan as her Deputy. On April 9, 2010, Ms Morden declared three candidates for the position of mayor.
